Manuel dan Gines is the Brgy. Captain of Busilac Bayombong. Nueva Vizcaya who is humble to serve his constituents. Gines accomplishes various projects with his councils such as streetlights along with the national road phase 1, farm to market road, deep well, expansion of barangay cemetery and the LOVE U beautification project. Barangay Captain Gines is the captain of the ship at the community level. Manuel Gines was given such powers in multiple ways and as such are given many responsibilities. These duties are not merely given to them wantonly, they are in fact entrusted to them to ensure that their constituents best interests are served. Manuel dan Gines is here to help uplift the quality of life of the constituents of Barangay Busilac. Barangay Captain & his Council are the first liner and are responsible for: the provision of basic health at the community level through supporting the Barangay Health Workers; for peace and order via leading the Tanods; dispute resolution as chairman of the lupon tagapamayapa, and; leading the barangay government as head of the legislative, executive, and quasi-judicial functions of the barangay government in the community.
